The Human Products Authorisation and Registration (HPAR) Department is responsible for the licensing of medicines for human use. It consists of approximately 120 people and is the largest department in the organisation. The department is structured with two main technical sections with integrated regulatory & business enablement supports.

The National Licensing Section delivers assessments for products authorised through the mutual recognition, decentralised and national mechanisms. The other technical section, the Centralised & Clinical Trial Licensing section delivers assessments across two portfolios: medicinal products authorised through the centralised (EU) mechanism and clinical trial authorisations.

This senior role is based within the National Licensing Section and reports to the National Licensing Section Manager. The role holder will lead the high-quality delivery of assessments for new marketing authorisation applications and provide line management, technical guidance and oversight to the assessors undertaking this work. As a member of the National Licensing Leadership Team, the role holder will also contribute to the effective management, strategic direction and ongoing development of the wider Section.

The Senior National Licensing Assessor will drive continuous improvement across national licensing processes by identifying opportunities to enhance quality, consistency, efficiency and regulatory outcomes, and by supporting the implementation and evaluation of agreed improvements. The role holder will also promote assessor capability through structured induction, coaching, mentoring, knowledge sharing and the development of targeted training and professional development plans. Working closely with other Senior and Executive Assessors and leaders within HPAR, the role holder will maintain effective relationships with the Human Products Monitoring (HPM) and Compliance departments, particularly the Inspections, Shortages and Market Surveillance Managers, and with other areas of the HPRA. They will ensure that key interactions are clearly defined, effectively managed and reviewed as appropriate.
